Anyone with people, resources, and meaningful research questions can use the lab facilities. This can be done with your own ships or those of the lab. The starting point is that research results from experiments and tests should be open and accessible. After all, the facility is publicly funded. This promotes the accumulation and sharing of knowledge. Knowledge is shared on the basis of the ‘open science’ principle.
